Community Center Construction Begins


Madison – The construction phase of the Madison Community Center is underway. The project, a joint effort between the City of Madison, Dakota State University and private donations through the Madison Community Foundation, has been in the planning and development stages since 1996. As of today, all approvals have been received and the project is officially underway.

The construction manager for the project, Taylor Ball, provided a guaranteed maximum price for construction costs of $6,771,500. This amount includes the fee for the construction manager. In addition, the project includes $628,500 for professional fees and $100,000 for a construction contingency resulting in a total base construction cost of $7,500,000.

The City of Madison sold $4,500,000 and DSU $3,000,000 in bonds to finance this project. The City portion is to be repaid from an approved second penny city sales tax and the DSU portion from student fees.

"We are extremely excited to see construction begin," noted DSU President Jerald Tunheim. "While it’s true that a lot has happened behind the scenes, the power of this partnership now begins to take physical form and I know that will reenergize the whole community."

Bids have been received and contracts let for site work (Reinecke Construction), exterior precast concrete (Fiegan Construction), interior masonry (Rupp, Inc.), concrete work (Amert Construction) and electrical (Englestad Electric). The bids for structural steel materials were opened on Thursday morning and Egger Steel was the low bid, which brought the total construction bids received to date to $2,567,772.

The next scheduled bid openings are on August 3, and include plumbing; heating, ventilation, and air conditioning; roofing; elevator; windows for the building; entry storefront package; and a general package for some interior components.

"On the whole, bids have been coming in a little below estimates, which is great news," stated Mayor Royce Hueners. "Under our contract with Taylor Ball, they guarantee the maximum price. Should total bids be less than $6,771,500 for construction, the balance will be reinvested in the project."

In addition to the guaranteed maximum price, the Madison Community Foundation is actively raising funds to provide interior finishes, equipment and furnishings for the facility. The fund raising goal for this part of the construction project is $500,000. This brings the total project to $8,000,000.

With construction beginning this summer, the goal of a Fall 2000 opening is still a reality.

Oversight of the construction is through a nine-member Construction Committee including five members appointed by the City and four members appointed by Dakota State University.

The DLR Group, Inc., an architectural firm from Omaha, worked extensively with a local citizen group of 75 people to design the facility concept. Talyor Ball, a construction management firm from Des Moines, is managing the project. Both of these firms have significant experience in this building type.
